If you are using English Windows, you need to set the default non-Unicode locale to Chinese (Big5)

1. Select "Start" -> "Control Panel" -> "Regional and Language Settings"
2. In the "Regional and Language Settings" dialog, click on the "Advanced" tab and select country as "Chinese (Taiwan)"
3. Press "Apply" to confirm the change.
